Tokió, August 20, 1906. VISCOUNT HAYASHI informs me that, with the exception of the railway guards, the Japanese troops in Manchuria have been practically all withdrawn (your despatch No. 99 of the 21st June). At latest by April next, the withdrawal of the remaining detachments will be completed.

South Manchurian Railway:

Transfer of the above as far north as Kunchuling was completed on the 1st June. It is not yet fixed what is to be the extreme northern point of the line to be handed over, but provisionally the centre of the old No. 78 siding, which is situated at 232 versts distance from Harbin, has been determined upon. On the 1st instant the line was handed over up to this provisional point.

I have repeated the above to Peking.
